"Because the Performance-based Hiring system does differ from traditional recruiting and hiring processes, questions arise as to whether employers can adopt Performance-based Hiring and still comply with the complex array of statutes, regulations, and common law principals that regulate the workplace. The answer is yes.
  
In particular: 

• A properly prepared performance profile can identify and document the essential functions of a job better than traditional position descriptions, facilitating the reasonable accommodation of disabilities and making it easier to comply with the Americans with Disabilities Act and similar laws. 
• Even employers that maintain more traditional job descriptions may still use performance profiles or summaries of performance profiles to advertise job openings. Employers are not legally required to post their internal job descriptions when advertising an open position. Nor is there any legal obligation to (or advantage in) posting boring ads. 
• Focusing on Year 1 and Beyond criteria may open the door to more minority, military, and disabled candidates who have a less 'traditional' mix of experiences, thereby supporting affirmative action or diversity efforts. 
• Conducting performance-based interviews ensures that the interviews will be structured and properly focused and minimizes the risk of an interviewer inquiring into protected characteristic. Moreover, since the performance-based interviews are conducted pursuant to a common methodology, one is assured that the candidates are being fairly compared. 
• Performance-based interviewing promotes fair consideration of the different skills and experiences that each candidate has to offer--which is essential to promoting diversity."

The Systems Approach and Its Enemies (C. West Churchman, 1979) is one of Churchman’s most significant works. In this particular writing he displayed two main tendencies, that he was a Skeptic and that he showed Socratic Wisdom. In Wisdom, Knowledge, and Management, the editors seeks to follow up on these two themes and reveal how modern authors interpret Churchman’s ideas, apply them to their own line of thinking and develop their own brand of Systemics.

Dr Paul Johns is Consultant Neuropathologist at St George's Healthcare NHS Trust and a Senior Lecturer in Neuroanatomy at St George's University of London. Early in the twentieth century, Winston Churchill called Uganda the 'pearl of Africa'. It became independent from British colonial rule in 1962 amid high hopes on all sides. Yet from the mid-1960s onwards, and most spectacularly after the seizure of power by army chief Idi Amin in 1971, the country plunged into an orgy ethnic violence, wholesale disregard for the rule of law, and economic chaos - hardly alleviated after the fall of Amin and return to power of the country's first President, Milton Obote, and the latter's overthrow and replacement by the Okellos. Under the National Resistance Movement led by Yoweri Museveni, the country - exhausted, impoverished and demoralized - has begun a move backwards towards constitutionalism and democracy.

The author of this book is a former head of the department of History at Makerere University, and at the time of publication is a member o Uganda's Constitutional Commission. His immediate family suffered during the country's years of strife on a scale that that recalls European Jewish families during the Nazi Holocaust. He has therefore approached his task of recounting and analyzing the history of Uganda since independence 'as it really happened' with the agonizing knowledge of an insider, and with the passionate ideal of service to his fellow Ugandans. For, he argues, if they cannot achieve a sympathetic as well as a coherent understanding of the roots of the ills that have plagued their country since independence, there can never be reconciliation and reconstruction.

The account begins with a survey of the country's history before independence, and ends with an analysis of the Museveni years - calmer than the preceding two decades but still checkered - during which efforts have been made internally to put Uganda back on the right track and to recover its former character. The book has been long in preparation, and will now be welcomed for its clear-sightedness and honesty.

About the Author
Phares Mukasa Mutibwa was born in July 1936 in Bulemezi county, now part of Luwero district in the former Kingdom of Buganda, and educated at Ndejje Secondary School, King's College Budo and Makerere University. He served as a diplomat at Uganda's Foreign Service for two years, before joining Makerere University as lecturer in history. After obtaining his Ph.D. at the University of Sussex, England, he was promoted to a senior lectureship at Makerere, and was Professor and Head of Department of the History Department there in 1976-7 and 1979-83. He has served as professor at the Universities of Nairobi and Swaziland. He was Director of Research and Political Affairs in the National Resistance Movement (the ruling party in Uganda, since 1986) and is currently a member of the Uganda Constitutional Commission.

Besides articles in learned journals, Professor Mutibwa is the author of "The Malagasy and the Europeans" (Longman, 1974) and "African Heritage and the New Africa (East African Literature Bureau, 1977) and co-author of "A Century of Christianity in Uganda, 1877-1977" (Uzima Press, 1978). Since 1975 he has been a member of UNESCO's International Scientific Committee for its "General History of Africa", contributing a chapter on Madagascar to volume VI.

Once these are appreciated, they can help us identify the possible institutional forms of hegemony in contemporary international society. This is done through three cases, examining in turn US policy on the UN Security Council, in East Asia, and on climate change. The overall argument challenges the limited post-Cold War debate about primacy, and the equally simplistic projections about the future distribution of power to which it gives rise. In doing so, it offers a major re-thinking of the concept of hegemony in international relations.

From Publishers Weekly When the Soviet Union collapsed nearly a decade ago, the U.S. adopted a policy of activist support for the successor regime of Boris Yeltsin and rarely questioned that strategy. Today, Russia is burdened with an economy in shambles, an alarming national health crisis and, many fear, nuclear insecurity. Anti-Americanism is on the rise and a career secret policeman heads the Kremlin, yet Washington has still not re-assessed its Russia policy. That worries Cohen, a Russia scholar with a track record for contrarian views. The end of the Cold War, he argues, exacted a harsher penalty on the Russian people than any military loss could have, and the "aid" proffered by the U.S., in the form of technocratic blueprints for free markets, is much to blame. In a chilling analogy, Cohen notes that the traditional role of the U.S. as ally to Russia is one in which Washington "pressured a collapsing Russia to remain in the carnage." Russia survived the allied blood-lettings of two World Wars, but Cohen sees the U.S.-prescribed "shock-therapy" as fatal. The result: societal and economic devastation so severe that it warrants a new Marshall Plan and threatens U.S. national security more than the Cold War ever did. Cohen's criticism is sharp and angry. From Library Journal Cohen (Russian studies and history, New York Univ.) here presents an opinion not held by most U.S. officials and Russian "experts": that the so-called democratization of post-Soviet Russia has been a failure. The author lays out his theories in three parts: he describes how these experts crusaded for a Russia they wanted and, in doing so, managed to overlook what was really taking place in the country. Next, he includes a series of articles he has written since 1992, which further describes the actual political and economic upheaval that has been taking place there. Finally, he presents solutions to remedy Russia's woes and help bring it into the 21st century. Although Cohen is an accomplished author (Bukharin and the Bolshevik Revolution; Sovieticus: American Perceptions and Soviet Realities), his style tends to be gloating and melodramatic. In part 1, Cohen describes the arrogant missionary crusade to impose U.S. political and economic institutions on the former Soviet Union--a crusade led by American policy makers, with journalists and academics as cheerleaders--and the desperate consequences for the Russian people of their elected leaders' acceptance of this program. Part 2 gathers 10 Cohen critiques of this American crusade published between 1992 and 1998; postscripts update each article. In part 3, Cohen urges that the goal of U.S. policy should be to reduce the risk of nuclear disaster by stabilizing this giant nuclear power. This can be accomplished, he argues, only by acknowledging our crusade's failure, providing massive aid and debt relief to allow the Russian people to develop political and economic institutions that serve their needs, and truly cooperating with Russia in its efforts to define its future.
